Europe's safest city?

The Christian Democrats (CDU), Hamburg's governing party, have established a 10 point police plan aiming to make Hamburg the "safest city in Europe". The plan imposes several limits on civil rights:
- extended cautionary arrest: police may detain individuals that are suspect to committing a crime for up to 14 days (for example to prevent riots at sports events)
- search & seizure without probable cause: police may check identity papers and search personal belongings even if there is no apparent suspicion
- video surveillance: public streets and places may be equipped with CCTV and individual actions may be recorded
- ease of identity checks: police may control any person encountered at a suspicious place. (Up until today, police may only control persons that stayed at a suspicious place for a longer time.)
